In three years, the noise and pollution produced by merchandise trucks could be sanctioned.
Road transporters from the European Union could pay, in around three years, new taxes for noise, traffic concentration and pollution, according to a series of measures proposed by the European Commission, for more ecologic transports .
In Romania, more than 80% from the total of the goods transports is made with trucks. According to the EC project, trucks are responsible for medium annual costs of approximately 90 billions euro, almost 90% from the expenses on environment policies of all forms of transportation. If the EC proposal will be approved by the EU Parliament and by the governments of the member states, the act will be valid from 2011.
Who is polluting is paying
The introduction of taxes for noise, pollution or traffic jams are mostly for trucks of over 3.5 tons. According to the patronages from the road transportation of goods section, in Romania are over 600.000 such vehicles. Supplemental incomes generated by the payment of the new taxes will be used for financing the investments in technologies which will reduce the polluting character of the large tonnage vehicles. The series of measures proposed by the EC states that the level of taxation will be determined by the rate of pollution of the truck.
The representatives of the Romanian transporters are considering that the EC proposal will accentuate the economic burden which presses the road operators of merchandise and will determine the increase of transport costs, raises which will be felt by the consumer in the final price of the transported goods. "The level of fiscality which presses the Romanian transporters is the highest from the EU. We are trying to get rid of taxes and they are making new ones.", said Augustin Hagiu, the president of the Federation of the Romanian Transport Operators (FORT). In the conditions in which the operation costs increased since the beginning of the year with around 56% because of the oil price, the discussion over the introduction of new taxes will bankrupt the operators, said Hagiu.
TARGETS
EU Project
>Objective: will contribute to a 20% reduction of green house effect gases and the increase with 20% of the energetic efficaciousness, both until 2020.
>Advantages: the reduction with 6-8% per year of the CO2 emissions, of nitrogen dioxide and sulfur produced by large vehicles.
>Measures: the member states will be encouraged to assure that the transport services prices are reflecting the costs which they are imposing for the society; more ecologic trucks will be bought for the main roads.
>Application: before 2011, in the case of heavy goods vehicles.
