Over 120 local authorities, firms, NGOs and learning institutions which had benefited from projects with European money PHARE have returned to the state budget approximately 2.3 millions euro in the last year , because they haven't respected the contracts.
The largest sum came frm the Mehedinti County Council, which returned 95.000 euro.
According to the minister of development, Laszlo Borbely, after another 35 definitive decisions sent for application, in the accounts of the ministry will enter another 790.000 euro. Now, the role of the courts are another 287 trials for the recovery of the undeserved funds.
The beneficiaries of this projects have not returned the entire sum, but only the money they have received by not respecting the contracts. So, the companies and local authorities were forced to give up a part of the funds, because the money were used in other purposes than those from the contracts, not full filing the technical and financial objectives, a conflict of interests. Also, an instance decided the return of the money which weren't spent according to the plan and outside the implementation term. The lack of the origin certificates for the purchased goods and the acquisition of unspecified products in the financing demand also struck the beneficiaries budgets.
