EVZ EDITORIAL: The juggles of the comedian Calinescu

Mircea Marian: "With just a few days before he will reach the PNL lists of candidates in the parliamentary elections, the company of the actor Calinescu Florin won two consistent contracts with the Ministry of Defense, led by Liberal Teodor Melescanu."
The contracts have been concluded on the basis of negotiation, although their total value was of 26 million lei - around 7.5 million. There was no electronic auction and was not even published, in advance, a notice of participation. Maybe this is mere chance - who believes something like this? - but the one who, on 25 August, announced that PNL would like Călinescu in the parliament was Meleşcanu.
The Ministry of Defense shows, in the EU official journal, that the company of Călinescu was selected without any tender on the grounds that these products required by the military can only be provided by a particular bidder. "I doubt it. There are, in the world, countless manufacturers of the night vision equipment, including on the basis of "thermal radiation (ARGUS)". Romania is but one of the very few EU countries which are not part of the European system that encourages competition in the market of military equipment. The participation in the system would require that tenders for the procurement of military equipment to be notified to the public on the website of the European Defense Agency. From this site you can find that in the period 2006-2008, Britain, the Netherlands and Cyprus have held auctions for the equipment based on thermal radiation. No secret, no one was hiding behind "national security". Therefore remains to be seen whether Calinescu's company is the sole producer - worldwide! - and is more performing thsn U.S. companies, Israeli or British. If so, the Ministry of Defense had to organize a proper competition, of which all those interested would have been notified. Otherwise, everything seems to be a trick and a swagger of a soap opera actor who is mixed up with a diplomat of Ceausescu.
The history of this contract shows that Florin Calinescu fully engaged with PNL only once he benefited from the contract with MapN. You can not break this interest(ing) coincidence that the man needed money to finance his campaign. He profits from its contracts with the Ministry of Defense is only 10% ,the man could remain with some money after the elections on November 30. What sponsor would be better than the Romanian taxpayer? This is not a special case, since all liberal candidates are assuring votes, in the greatest extent, through the stipends offered by voters from the state budget: higher pensions and compensation for former depositors of the Dacia - although the latter have lost up until now all the trials with the Romanian State. In the following days, the Finance Minister, Varujan Vosganian, is preparing to stuff more money in the pockets of the priests in the hope that, later, they will know how to politically direct their parishioners.
The story of the actor Călinescu - the commercial version of Baron Münchhausen - is representative for the way how this new attempt to upgrade the political class will fail.
